I tiptoed in the front door. Charlie was asleep in the living room, overflowing the too-small sofa, and snoring so loudly I could have ripped a chainsaw to life and it wouldnââ¬â¢t have wakened him. I shook his shoulder vigorously. ââ¬Å"Dad! Charlie!â⬠He grumbled, eyes still closed. ââ¬Å"Iââ¬â¢m home now ââ¬â youââ¬â¢re going to hurt your back sleeping like that. Cââ¬â¢mon, time to move.â⬠It took a few more shakes, and his eyes never did open all the way, but I managed to get himoff the couch. I helped him up to his bed, where he collapsed on top of the covers, fully dressed, and started snoring again. He wasnââ¬â¢t going to be looking for me anytime soon. Edward waited in my room while I washed my face and changed into jeans and a flannel shirt. He watched me unhappily from the rocking chair as I hung the outfit Alice had given me in my closet. ââ¬Å"Come here,â⬠I said, taking his hand and pulling him to my bed. I pushed him down on the bed and then curled up against his chest. Maybe he was right and I was tired enough to sleep. I wasnââ¬â¢t going to let him sneak off without me. He tucked my quilt in around me, and then held me close. ââ¬Å"Please relax.â⬠ââ¬Å"Sure.â⬠ââ¬Å"This is going to work, Bella. I can feel it.â⬠My teeth locked together. He was still radiating relief. Nobody but me cared if Jacob and his friends got hurt. Not even Jacob and his friends. Especially not them. He could tell I was about to lose it. ââ¬Å"Listen to me, Bella. This is going to be easy. The newborns will be completely taken by surprise. Theyââ¬â¢ll have no more idea that werewolves even exist than you did. Iââ¬â¢ve seen how they act in a group, the way Jasper remembers. I truly believe that the wolvesââ¬â¢ hunting techniques will work flawlessly against them. And with them divided and confused, there wonââ¬â¢t be enough for the rest of us to do. I tried to think of a way that I could do exactly that ââ¬â force my bad luck to focus on me. It wouldnââ¬â¢t be easy. I would have to wait, bide my time. . . . I did not fall asleep. The minutes passed quickly, to my surprise, and I was still alert and tense when Edward pulled us both up into a sitting position. ââ¬Å"Are you sure you donââ¬â¢t want to stay and sleep?â⬠I gave him a sour look. He sighed, and scooped me up in his arms before he jumped from my window. He raced through the black, quiet forest with me on his back, and even in his run I could feel the elation. He ran the way he did when it was just us, just for enjoyment, just for the feel of the wind in his hair. It was the kind of thing that, during less anxious times, would have made me happy. When we got to the big open field, his family was there, talking casually, relaxed. Emmettââ¬â¢s booming laugh echoed through the wide space now and then. Edward set me down and we walked hand in hand toward them. It took me a minute, because it was so dark with the moon hidden behind the clouds, but I realized that we were in the baseball clearing. Perhaps sheââ¬â¢s counting on us to win, in the end, though certainly not without heavy casualties of our own. But no survivors from her little army to bear witness against her. In fact,â⬠he continued, thinking it through, ââ¬Å"if there were survivors, Iââ¬â¢d bet sheââ¬â¢d be planning to destroy them herself. . . . Hmm. In spite of his words, his eyes swept carefully across the dark trees. While he searched their shadows, the strangest expression crossed his face. His lips pulled back over his teeth and his eyes shone with an odd light ââ¬â a wild, fierce kind of hope. ââ¬Å"Yet, what I wouldnââ¬â¢t give to have her that close,â⬠he murmured. ââ¬Å"Victoria, and anyone else whoââ¬â¢s ever thought of hurting you. To have the chance to end this myself. To finish it with my own hands this time.â⬠I shuddered at the ferocious longing in his voice, and clenched his fingers more tightly with mine, wishing I was strong enough to lock our hands together permanently. We were almost to his family, and I noticed for the first time that Alice did not look as optimistic as the others. She stood a little aside, watching Jasper stretching his arms as if he were warming up to exercise, her lips pushed out in a pout. ââ¬Å"Is something wrong with Alice?â⬠I whispered. Edward chuckled, himself again. ââ¬Å"The werewolves are on their way, so she canââ¬â¢t see anything that will happen now. It makes her uncomfortable to be blind.â⬠Alice, though the farthest from us, heard his low voice. She looked up and stuck her tongue out at him. He laughed again. ââ¬Å"Hey, Edward,â⬠Emmett greeted him. ââ¬Å"Hey, Bella. Is he going to let you practice, too?â⬠Edward groaned at his brother. ââ¬Å"Please, Emmett, donââ¬â¢t give her any ideas.â⬠ââ¬Å"When will our guests arrive?â⬠Carlisle asked Edward. Edward concentrated for a moment, and then sighed. ââ¬Å"A minute and a half. But Iââ¬â¢m going to have to translate. They donââ¬â¢t trust us enough to use their human forms.â⬠Carlisle nodded. ââ¬Å"This is hard for them. Iââ¬â¢m grateful theyââ¬â¢re coming at all.â⬠I stared at Edward, my eyes stretched wide. ââ¬Å"Theyââ¬â¢re coming as wolves?â⬠He nodded, cautious of my reaction. I swallowed once, remembering the two times Iââ¬â¢d seen Jacob in his wolf form ââ¬â the first time in the meadow with Laurent, the second time on the forest lane where Paul had gotten angry at me. . . . They were both memories of terror. A strange gleam came into Edwardââ¬â¢s eyes, as though something had just occurred to him, something that was not altogether unpleasant. From the way Edward leaned forward next to me, I could tell that he wished he was standing beside them. I tightened my hand around his. I squinted toward the forest, seeing nothing. ââ¬Å"Damn,â⬠Emmett muttered under his breath. ââ¬Å"Did you ever see anything like it?â⬠Esme and Rosalie exchanged a wide-eyed glance. ââ¬Å"What is it?â⬠I whispered as quietly as I could. ââ¬Å"I canââ¬â¢t see.â⬠ââ¬Å"The pack has grown,â⬠Edward murmured into my ear. Hadnââ¬â¢t I told him that Quil had joined the pack? I strained to see the six wolves in the gloom. Finally, something glittered in the blackness ââ¬â their eyes, higher up than they should be. Iââ¬â¢d forgotten how very tall the wolves were. Like horses, only thick with muscle and fur ââ¬â and teeth like knives, impossible to overlook. I could only see the eyes. And as I scanned, straining to see more, it occurred to me that there were more than six pairs facing us. One, two, three . . . I counted the pairs swiftly in my head. Twice. There were ten of them. ââ¬Å"Fascinating,â⬠Edward murmured almost silently. Carlisle took a slow, deliberate step forward. It was a careful movement, designed to reassure. ââ¬Å"Welcome,â⬠he greeted the invisible wolves. ââ¬Å"Thank you,â⬠Edward responded in a strange, flat tone, and I realized at once that the words came from Sam. I looked to the eyes shining in the center of the line, the highest up, the tallest of them all. It was impossible to separate the shape of the big black wolf from the darkness. Edward spoke again in the same detached voice, speaking Samââ¬â¢s words. ââ¬Å"We will watch and listen, but no more. That is the most we can ask of our self-control.â⬠ââ¬Å"That is more than enough,â⬠Carlisle answered. ââ¬Å"My son Jasperâ⬠ââ¬â he gestured to where Jasper stood, tensed and ready ââ¬â ââ¬Å"has experience in this area. He will teach us how they fight, how they are to be defeated. Iââ¬â¢m sure you can apply this to your own hunting style.â⬠ââ¬Å"They are different from you?â⬠Edward asked for Sam. The new ones fight amongst themselves.â⬠A rumble passed down the shadowy line of wolves, a low growling mutter that somehow managed to sound enthusiastic. ââ¬Å"We are willing to take more than our share, if necessary,â⬠Edward translated, his tone less indifferent now. Carlisle smiled. ââ¬Å"Weââ¬â¢ll see how it plays out.â⬠ââ¬Å"Do you know when and how theyââ¬â¢ll arrive?â⬠ââ¬Å"Theyââ¬â¢ll come across the mountains in four days, in the late morning. As they approach, Alice will help us intercept their path.â⬠ââ¬Å"Thank you for the information. We will watch.â⬠With a sighing sound, the eyes sank closer to the ground one set at a time. It was silent for two heartbeats, and then Jasper took a step into the empty space between the vampires and the wolves. It wasnââ¬â¢t hard for me to see him ââ¬â his skin was as bright against the darkness as the wolvesââ¬â¢ eyes. Jasper threw a wary glance toward Edward, who nodded, and then Jasper turned his back to the werewolves. He sighed, clearly uncomfortable. ââ¬Å"Carlisleââ¬â¢s right.â⬠Jasper spoke only to us; he seemed to be trying to ignore the audience behind him. ââ¬Å"Theyââ¬â¢ll fight like children. The two most important things youââ¬â¢ll need to remember are, first, donââ¬â¢t let them get their arms around you and, second, donââ¬â¢t go for the obvious kill. Thatââ¬â¢s all theyââ¬â¢ll be prepared for. As long as you come at them from the side and keep moving, theyââ¬â¢ll be too confused to respond effectively. Emmett?â⬠Emmett stepped out of the line with a huge smile. Jasper backed toward the north end of the opening between the allied enemies. He waved Emmett forward. ââ¬Å"Okay, Emmett first. Heââ¬â¢s the best example of a newborn attack.â⬠Emmettââ¬â¢s eyes narrowed. ââ¬Å"Iââ¬â¢ll try not to break anything,â⬠he muttered. Jasper grinned. ââ¬Å"What I meant is that Emmett relies on his strength. Heââ¬â¢s very straightforward about the attack. The newborns wonââ¬â¢t be trying anything subtle, either. Just go for the easy kill, Emmett.â⬠Jasper backed up a few more paces, his body tensing. ââ¬Å"Okay, Emmett ââ¬â try to catch me.â⬠And I couldnââ¬â¢t see Jasper anymore ââ¬â he was a blur as Emmett charged him like a bear, grinning while he snarled. Emmett was impossibly quick, too, but not like Jasper. It looked like Jasper had no more substance than a ghost ââ¬â any time it seemed Emmettââ¬â¢s big hands had him for sure, Emmettââ¬â¢s fingers clenched around nothing but the air. Beside me, Edward leaned forward intently, his eyes locked on the brawl. Then Emmett froze. Jasper had him from behind, his teeth an inch from his throat. Emmett cussed. There was a muttered rumble of appreciation from the watching wolves. ââ¬Å"Again,â⬠Emmett insisted, his smile gone. ââ¬Å"Itââ¬â¢s my turn,â⬠Edward protested. My fingers tensed around his. ââ¬Å"In a minute.â⬠Jasper grinned, stepping back. ââ¬Å"I want to show Bella something first.â⬠I watched with anxious eyes as he waved Alice forward. ââ¬Å"I know you worry about her,â⬠he explained to me as she danced blithely into the ring. ââ¬Å"I want to show you why thatââ¬â¢s not necessary.â⬠Though I knew that Jasper would never allow any harm to come to Alice, it was still hard to watch as he sank back into a crouch facing her. Alice stood motionlessly, looking tiny as a doll after Emmett, smiling to herself. Jasper shifted forward, then slinked to her left. Alice closed her eyes. My heart thumped unevenly as Jasper stalked toward where Alice stood. Jasper sprang, disappearing. Suddenly he was on the other side of Alice. She didnââ¬â¢t appear to have moved. Jasper wheeled and launched himself at her again, only to land in a crouch behind her like the first time; all the while Alice stood smiling with her eyes closed. I watched Alice more carefully now. She was moving ââ¬â Iââ¬â¢d just been missing it, distracted by Jasperââ¬â¢s attacks. She took a small step forward at the exact second that Jasperââ¬â¢s body flew through the spot where sheââ¬â¢d just been standing. She took another step, while Jasperââ¬â¢s grasping hands whistled past where her waist had been. Jasper closed in, and Alice began to move faster. She was dancing ââ¬â spiraling and twisting and curling in on herself. Jasper was her partner, lunging, reaching through her graceful patterns, never touching her, like every movement was choreographed. Finally, Alice laughed. Out of nowhere she was perched on Jasperââ¬â¢s back, her lips at his neck. ââ¬Å"Gotcha,â⬠she said, and kissed his throat. Jasper chuckled, shaking his head. ââ¬Å"You truly are one frightening little monster.â⬠The wolves muttered again. This time the sound was wary. ââ¬Å"Itââ¬â¢s good for them to learn some respect,â⬠Edward murmured, amused. Then he spoke louder. ââ¬Å"My turn.â⬠He squeezed my hand before he let it go. Alice came to take his place beside me. ââ¬Å"Cool, huh?â⬠she asked me smugly. ââ¬Å"Very,â⬠I agreed, not looking away from Edward as he glided noiselessly toward Jasper, his movements lithe and watchful as a jungle cat. ââ¬Å"Iââ¬â¢ve got my eye on you, Bella,â⬠she whispered suddenly, her voice pitched so low that I could barely hear, though her lips were at my ear. My gaze flickered to her face and then back to Edward. He was intent on Jasper, both of them feinting as he closed the distance. Aliceââ¬â¢s expression was full of reproach. ââ¬Å"Iââ¬â¢ll warn him if your plans get any more defined,â⬠she threatened in the same low murmur. ââ¬Å"It doesnââ¬â¢t help anything for you to put yourself in danger. Do you think either of them would give up if you died? Theyââ¬â¢d still fight, we all would. You canââ¬â¢t change anything, so just be good, okay?â⬠I grimaced, trying to ignore her. ââ¬Å"Iââ¬â¢m watching,â⬠she repeated. Edward had closed on Jasper now, and this fight was more even than either of the others. Jasper had the century of experience to guide him, and he tried to go on instinct alone as much as he could, but his thoughts always gave him away a fraction of a second before he acted. Edward was slightly faster, but the moves Jasper used were unfamiliar to him. They came at each other again and again, neither one able to gain the advantage, instinctive snarls erupting constantly. It was hard to watch, but harder to look away. They moved too fast for me to really understand what they were doing. Now and then the sharp eyes of the wolves would catch my attention. I had a feeling the wolves were getting more out of this than I was ââ¬â maybe more than they should. Eventually, Carlisle cleared his throat. Jasper laughed, and took a step back. Edward straightened up and grinned at him. ââ¬Å"Back to work,â⬠Jasper consented. ââ¬Å"Weââ¬â¢ll call it a draw.â⬠Everyone took turns, Carlisle, then Rosalie, Esme, and Emmett again. I squinted through my lashes, cringing as Jasper attacked Esme. That one was the hardest to watch. Then he slowed down, still not quite enough for me to understand his motions, and gave more instruction. ââ¬Å"You see what Iââ¬â¢m doing here?â⬠he would ask. ââ¬Å"Yes, just like that,â⬠he encouraged. ââ¬Å"Concentrate on the sides. Donââ¬â¢t forget where their target will be. Keep moving.â⬠Edward was always focused, watching and also listening to what others couldnââ¬â¢t see. It got more difficult to follow as my eyes got heavier. I hadnââ¬â¢t been sleeping well lately, anyway, and it was approaching a solid twenty-four hours since the last time Iââ¬â¢d slept. I leaned against Edwardââ¬â¢s side, and let my eyelids droop. ââ¬Å"Weââ¬â¢re about finished,â⬠he whispered. Jasper confirmed that, turning toward the wolves for the first time, his expression uncomfortable again. ââ¬Å"Weââ¬â¢ll be doing this tomorrow. Please feel welcome to observe again.â⬠ââ¬Å"Yes,â⬠Edward answered in Samââ¬â¢s cool voice. ââ¬Å"Weââ¬â¢ll be here.â⬠Then Edward sighed, patted my arm, and stepped away from me. If we could hold very still, it will make it easier for them.â⬠ââ¬Å"Certainly,â⬠Carlisle said to Sam. ââ¬Å"Whatever you need.â⬠There was a gloomy, throaty grumble from the wolf pack as they all rose to their feet. My eyes were wide again, exhaustion forgotten. The deep black of the night was just beginning to fade ââ¬â the sun brightening the clouds, though it hadnââ¬â¢t cleared the horizon yet, far away on the other side of the mountains. As they approached, it was suddenly possible to make out shapes . . . colors. Sam was in the lead, of course. Unbelievably huge, black as midnight, a monster straight out of my nightmares ââ¬â literally; after the first time Iââ¬â¢d seen Sam and the others in the meadow, theyââ¬â¢d starred in my bad dreams more than once. Now that I could see them all, match the vastness with each pair of eyes, it looked like more than ten. The pack was overwhelming. Out of the corner of my eye, I saw that Edward was watching me, carefully evaluating my reaction. Sam approached Carlisle where he stood in the front, the huge pack right on his tail. Jasper stiffened, but Emmett, on the other side of Carlisle, was grinning and relaxed. Sam sniffed at Carlisle, seeming to wince slightly as he did. Then he moved on to Jasper. My eyes ran down the wary brace of wolves. I was sure I could pick out a few of the new additions. There was a light gray wolf that was much smaller than the others, the hackles on the back of his neck raised in distaste. There was another, the color of desert sand, who seemed gangly and uncoordinated beside the rest. A low whine broke through the sandy wolfââ¬â¢s control when Samââ¬â¢s advance left him isolated between Carlisle and Jasper. I stopped at the wolf just behind Sam. His fur was reddish-brown and longer than the others, shaggy in comparison. He was almost as tall as Sam, the second largest in the group. His stance was casual, somehow exuding nonchalance over what the rest obviously considered an ordeal. The enormous russet-colored wolf seemed to feel my gaze, and he looked up at me with familiar black eyes. I stared back at him, trying to believe what I already knew. I could feel the wonder and fascination on my face. The wolfââ¬â¢s muzzle fell open, pulling back over his teeth. It would have been a frightening expression, except that his tongue lolled out the side in a wolfy grin. I giggled. Jacobââ¬â¢s grin widened over his sharp teeth. He left his place in line, ignoring the eyes of his pack as they followed him. He trotted past Edward and Alice to stand not two feet away from me. He stopped there, his gaze flickering briefly toward Edward. Edward stood motionless, a statue, his eyes still assessing my reaction. Jacob crouched down on his front legs and dropped his head so that his face was no higher than mine, staring at me, measuring my response just as much as Edward was. ââ¬Å"Jacob?â⬠I breathed. The answering rumble deep in his chest sounded like a chuckle. I reached my hand out, my fingers trembling slightly, and touched the red-brown fur on the side of his face. The black eyes closed, and Jacob leaned his huge head into my hand. A thrumming hum resonated in this throat. The fur was both soft and rough, and warm against my skin. I ran my fingers through it curiously, learning the texture, stroking his neck where the color deepened. I hadnââ¬â¢t realized how close Iââ¬â¢d gotten; without warning, Jacob suddenly licked my face from chin to hairline. ââ¬Å"Ew! Gross, Jake!â⬠I complained, jumping back and smacking at him, just as I would have if he were human. He dodged out of the way, and the coughing bark that came through his teeth was obviously laughter. I wiped my face on the sleeve of my shirt, unable to keep from laughing with him. It was at that point that I realized that everyone was watching us, the Cullens and the werewolves ââ¬â the Cullens with perplexed and somewhat disgusted expressions. It was hard to read the wolvesââ¬â¢ faces. I thought Sam looked unhappy. And then there was Edward, on edge and clearly disappointed. I realized heââ¬â¢d been hoping for a different reaction from me. Like screaming and running away in terror. Jacob made the laughing sound again. The other wolves were backing away now, not taking their eyes off the Cullens as they departed. Jacob stood by my side, watching them go. Soon, they disappeared into the murky forest. Only two hesitated by the trees, watching Jacob, their postures radiating anxiety. Edward sighed, and ââ¬â ignoring Jacob ââ¬â came to stand on my other side, taking my hand. ââ¬Å"Ready to go?â⬠he asked me. Before I could answer, he was staring over me at Jacob. ââ¬Å"Iââ¬â¢ve not quite figured out all the details yet,â⬠he said, answering a question in Jacobââ¬â¢s thoughts. Jacobââ¬â¢s head swiveled back and forth, looking at our faces. Then, suddenly, he bolted for the forest. As he darted away, I noticed for the first time a square of folded black fabric secured to his back leg. ââ¬Å"Wait,â⬠I called, one hand stretching out automatically to reach after him. But he disappeared into the trees in seconds, the other two wolves following. ââ¬Å"Why did he leave?â⬠I asked, hurt. ââ¬Å"Heââ¬â¢s coming back,â⬠Edward said. He sighed. ââ¬Å"He wants to be able to talk for himself.â⬠I watched the edge of the forest where Jacob had vanished, leaning into Edwardââ¬â¢s side again. I was on the point of collapse, but I was fighting it. Jacob loped back into view, on two legs this time. His broad chest was bare, his hair tangled and shaggy. He wore only a pair of black sweat pants, his feet bare to the cold ground. He was alone now, but I suspected that his friends lingered in the trees, invisible. The Evistrombus Canarium Essay evistrombus canarium (commonly known as the dog conch or by its better-known synonym, Strombus canarium) is a species of edible sea snail, a marine gastropod mollusc in the family Strombidae (true conches). Known from illustrations in books dating from the late 17th century, L. canarium is an Indo-Pacific species occurring from India and Sri Lanka to Melanesia, Australia and southern Japan. The shell of adult individuals is coloured from light yellowish-brown to golden to grey. It has a characteristic inflated body whorl, a flared, thick outer lip and a shallow stromboid notch. The shell is valued as an ornament, and because it is heavy and compact it is also often used as a sinker for fishing nets. The external anatomy of the soft parts of this species is similar to that of other strombid snails. The animal has an elongate snout, thin eyestalks with well-developed eyes and sensory tentacles, and a narrow, strong foot with a sickle-shaped operculum. A molecular analysis conducted in 2006 based on DNA sequences of histone and mitochondrial genes demonstrated that Laevistrombus canarium, Doxander vittatus and Labiostrombus epidromis are closely related species. The dog conch exhibits behaviours common among Strombidae, including burrowing and a characteristic leaping form of locomotion. The former behaviour, however, involves movement sequences unique to this species. Laevistrombus canarium lives on muddy and sandy bottoms, grazing on algae and detritus. It is gonochoristic and sexually dimorphic, depending on internal fertilization for spawning. Larvae of this species spend several days as plankton, undergoing a series of transformations until they reach complete metamorphosis. The maximum life span is 2 to 2.5 years. Predators of this snail include carnivorous gastropods such as cone snails and volutes. It is also a prey species for vertebrates including macaques, and also humans, who consume the soft parts in a wide variety of dishes. Starbucks and their CSR Efforts: The Starbucks Company was initiated in the year 1971 in Seattle when three friends Jerry Baldwin, Zev Siegl, and Gordon Bowker had opened up a small coffee shop. However there have been several changes over these years where the company experienced selling out and expansion processes before the position where it has reached now (Garza). Starbucks had always considered the fact that communities should be served at their best and hence such corporate social responsibilities were performed by the company ever since their coffee shop initiated (Being a Responsible Company, 2011). The company is committed to provide ââ¬Å"good governance, ethical conduct and social responsibilityâ⬠along with maintaining relationships with the stakeholders of the company (My Starbucks, n.d., p.10). The recent reports of CSR eff orts of Starbucks Company reflect their progress in several areas of work. The companyââ¬â¢s recent commitments also include assisting the coffee farmers, and supporting communities and environments. Other commitments also include ethical sourcing of coffee, responsibility for the environments, involvement in community development, and practices in the workplaces. As studies reveal, the company is a leader in the industry as far as ethical sourcing of coffee is concerned, where the company has accomplished sustainable coffee, higher price payments, fair trade certified coffee, and Conservation International Collaboration addressing changed in climate. The company has also proved to be a leader in environmental responsibilities trying to focus on renewable energy, and green building. Relationships with customers and neighbors are also included as major responsibilities of the company (Starbucks Makes Corporate Social Responsibility Report Public, 2008). Thus the companyââ¬â¢s e fforts on CSR can be found to be effective on maintaining the environments and communities as well as improving the image and reputation of the company. Stakeholders of Starbucks Company and Effects of the Companyââ¬â¢s CSR on Them: The different stakeholder groups of the company that Starbucks need to consider while planning for their CSR activities include the employees of the company, the shareholders, the partner organizations, government and non government organizations, university student organizations and academic institutions, regional community groups, and the media (Reid, 2006). Strong relationships need to be built and maintained with these stakeholders thus implying the fact that the CSR activities of the company would have significant effects on these stakeholders. Types Of Peace Support Operations And Characteristics International Law Essay Introduction The Norwegian Defence doctrine from 2007, Forsvarets Fellesoperative doktrine and the UN Prinsiples and Guidelines from 2008 (Capstone doctrine) devides peace support operations (PSO) into five various types; conflict prevention or preventive diplomacy, peacemaking, peacekeeping, peace-enforcement and peace building. These are the most important tools UN and other international organisations have to reach their coal of international peace and security. Types of peace support operations and characteristics The distinction between these categories is often unclear. Conflict prevention or preventive diplomacy is measures with the aim to avoid intra-state or inter-state disputes and conflicts, prevent tension and conflicts from escalating into violent conflict and to limit the ongoing conflict from spreading. This should be based on an early warning, information gathering and also on analysis of the factors driving the conflict. Conflict prevention ranges from diplomatic initiatives, confidence-building measures to the preventive deployment of troops. Peacemaking includes the range of diplomatic actions aimed at establishing a peaceful settlement once conflict is in progress or has resumed. Good offices may be used to facilitate the resolution of the conflict. Peacemakers may also be envoys, governments, groups of states, regional organizations or the United Nations. Peacemaking efforts may also be under-taken by unofficial and non-governmental groups, or by a prominent personality working independently. Peacekeeping is a technique designed to preserve the peace where fighting has come to an end, and the parties involved have reached an agreement. The UN or other international organisations role will be to assist in implementing agreements achieved by the peacemakers. The primary military model was to observe cease-fires and to separate the forces after inter-state wars. Today peace keeping involves many elements like military, police and civilian organisations working together trying to make the foundations for sustainable peace. Peace building is generally seen as those activities designed to strengthen the durability of a stable peace by identifying and supporting structures that will prevent a peace settlement in to relapsing in to conflict. The peace settlement is agreed by the parties involved. Peacebuilding works by addressing the deep-rooted, structural causes of violent conflict in a comprehensive manner. Peacebuilding measures address core issues that effect the functioning of society and the State, and seek to enhance the capacity of the State to effectively and legitimately carry out its core functions. Peace enforcement is the only category in PSO defined under chapter VII of the UN Charter as using military means to restore peace in an area of conflict. The other categories are under chapter VI in the UN charter. Peace enforcement involves a range of measures, including the use of military force. The aim of these measures is to restore international peace and security in situations where there is a threat to the peace, breach of the peace or act of aggression. These operations may be conducted by regional organizations and agencies under the authorisation of the UN. Factors decisive for the choice of operation It is necessary to look into the peace keeping history to fully understand the factors that are decisive for the choice of operations. The concept of peacekeeping has been an evolving one. Peacekeeping has not been mentioned in the UN Charter. In other words, there is no specific provision for peacekeeping in the United Nations Charter. It is normally described as falling between Chapter VI and VII. Dag Hammarskjà ¶ld referred to peacekeeping operations as Chapter 6à ½ initiatives. Early peacekeeping in the 1950s focused on preventing open violence and monitoring ceasefire and status quo and demilitarization and policing. One of them being United Nations Emergency Force (UNEF 1) deployed to the Suez crisis after the British and French troops invaded Egypt. This was what constituted traditional or classical peacekeeping, and where the three basic principles of peacekeeping where formed, namely, consent, impartiality and self-defence. After the end of the Cold War, new forms of peacekeeping came into operation in response to significant changes and challenges on the ground. The concept of peacekeeping expanded into new terminology in the peace process, and peace support operations were used to describe the new concept. In the 1990`s peacekeeping went beyond traditional peacekeeping and in to what is often called second generation peace keeping. The new conflicts where characterized by the collapse of states, and the conflict became intra-states. The PSO missions in this period where demobilization of troops like armed para-militias and irregulars; promotion of national reconciliation, restoration of effective governments, the organization and monitoring of elections, provisions of a broader support to humanitarian aid missions including protection of safe areas and escort of relief convoys. From the mid 1990`s the peacekeeping missions became multifunctional. These missions where executed after violent intrastate conflicts and consisted of both military and civilian assets in support of implementing the peace agreement. From late 1990 the missions are said to be multi dimensional, which means that they cover tasks and responsibilities beyond those associated with traditional peacekeeping such as protection of civilian. The UN has increasingly focused on the need to involve regional organizations. As stated above, peace keeping operations is not mentioned in the UN charter. This, together with the veracity of missions and mandates from traditional peace keeping in the 1950`s to todays complex multi dimensional operations makes peacekeeping ad-hoc, and it must be seen as a flexible technique where the purpose and mode of operating is depending on the conflict and the nature of the conflict. Today UN missions are in reality a mixture of many of the various types of peace support operations. But some principles distinguish them from each other. First of all, peace enforcement (PE) is the only type of PSO categorized under chapter VII in the UN charter and this give the mandate to using military means to restore peace in an area of conflict. This can be given in a conflict where it is necessary to create peace. An example is Desert Storm where the UN gave the mandate to a US led coalition. Conflict prevention, peacemaking, peacekeeping and peace building is under chapter VI. Conflict prevention is used to prevent conflicts to escalating and factors decisive for this operation is that the parties involved are interesting in trying to archive a peaceful settlement. Peacekeeping is the technique used if there is a peace to preserve and the involving parties give their consent to having a observation force to monitor the cease-fire. Peacemaking can be used where the state has colapsed and there are several fractions trying to achive power. This peace makers tasks would then be to identify the players and try to make a peaceful solution. This could be achived by diplomatic solutions only or togheter with military assets to assist in law and order and to put pressure to the involving parties. If peacemaking has succeeded peace building could be used as a tool to rebuild or build the state. Conclusion This essay had the aim to describe the various types of peace support operations and try to give a brief information of the factors decisive for the choice of mode of operation. The conclusion is that todays UN missions are in reality a mixture of many various types of peace support operations and which tool to use or mode of operation is depending on the nature of the conflict that the international organisations are trying to support.
